Will I need a protein skimmer in a nano tank? What ther equipment will I need

I think u dont need one keep weekly water chang and thats it

It depends on stocking and size of the tank. In most cases no its not necessarily as long as you do regular water changes, But if you plan on over stocking the tank like most people do with Nanos then I would suggest one as a part of your nutrient export as every little part helps.

Is the tank going to have a sump or is it a all in one setup?

It will be 30l with a few corals a shrimp and one fish. Will a HOB filter be enough? What chemicals will I need to put in?
