I just plugged in the skimmer that came with the used system I bought. Can I assume it should not be leaking like this? (Video not attaching but leaking out of cup).

I believe it is an ASM Mini G. Did a reverse lookup.
Any suggestions?

Is it leaking from the neck or coming over the lid? If it's the latter, the skimmer needs to be adjusted so the foam isn't pushing the lid up. I don't have experience with that skimmer but the 3/4 ways you can do this is to change the air flow (nozzle), level of the outflow, change the depth the skimmer sits in the water and in some models the pump settings can be changed. If the cup is cracked or the neck has lost it's seal then you'll either need to epoxy or buy a new gasket.

I think it needs to be raised.
Are Legos reef safe? I’m not sure what I can use.

Not sure if they are reef safe or not. They sell acrylic stands which are kinda expensive for what they are. I built a little stand out of cut PVC pipe and a mesh/egg crate top. Think of a table made of plastic. Probably other ways to do to it like an upside down tupperware container if it's sturdy ...

They are reef safe.

Not as bad now. Should the water fill the top or do I need to raise it more?

Its over running with too much air. If your mffler filled with water, it is set to high. Turn flow control down until water is below skimmer neck
