I have a Red Sea prizm deluxe protein skimmer on my 29 gallon tank and I really doesn't pull any skimmate. I have 2 clowns, 1 fire fish and 1 chromis. The rim inside the collection cup gets pretty mucky but I'm not getting real liquidy brown skimmate. I have to turn the valve pretty open, then it starts to be really liquidy and just pulls water out of the tank but not any brown skimmate. This is the inside of the collection cup

Looks good to me.
Clean the airline out. The tubing at the bottom, where it goes into the pump gets clogged up with salt creep alot on those.
Also, if you want more wet foam, you need to just keep fiddling with it, its a fine tune adjustment, gotta find that sweet spot.
And you'll need to clean the air intake tip on the pump itself, that gets crusty also.
