Skimmer has been overflowing water for the past 2 -1/2 weeks. Cant seem to get it to skim, any help?

Is that at its lowest setting?
Might have to raise it out of the water more.

I raised it to where there only is 2” of water but seems to act like a pump and over fill constantly.
