Skimmer or no skimmer

Someone told me that i did not need a filter if i use a skimmer. Is this true? 20gal high

You do not need a "filter". I would make sure you have at least 20 pounds of live rock and a good skimmer. The live rock will provide beneficial bacteria and the skimmer will remove proteins from the water column. Couple of small powerheads will provide circulation for gas exchange as well.

Filter is not needed, but you can convert it to a mini fuge...

Just make sure you let the tank cycle and you are good to go with the live rock and skimmer. With a 20 G tank you may even be ok without a skimmer if you can keep up with water changes.
