Skimmer overflow

So skimmer overflowed and salinity went from 1.024 to 1.023 with the ATO so the question is should i leave it at 1.023 or do a water change to get it back to 1.024 i have a 200 litre tank should i do a 10% water change at 1.025 salinity and rise it that way i cant wait for evaporation because i threw the water from the skimmer out
 
If your salinity gets a little low, you can turn off the ATO for a little while and top off with fresh mixed saltwater. Evaporation will slowly bring up the salinity.

That is what I do, but just curious why is turning off the ato necessary. Unless an ATO has a high level alarm, which my diy ato doesn't, I can't think of why it would need to be turned off.

Strange. I had it in about 3-4 inches of water which seemed like very little. I read somewhere else that its because I just cleaned it out and it doesn't have the appropriate film on the inside to "catch" the bubbles. It said to just run it and let it overflow so the bacteria can grow in the neck. Is this completely wrong?
