Skimmer Overflowing

Hello fellow reefers. After recently moving I restarted my tank with all new rock and a new skimmer. I am using the Caribsea Life Rock and cycled the tank in 2 weeks. Since putting in the rocks my skimmer has been going crazy. I have a Vertex 150 and no adjustment can reduce the amount of foam is it producing. I know that the dormant bacteria is causing the skimmer to overflow but for how long?
I did a 25 gallon water change and it helped some what but not nearly enough. Any help is appreciated.

80 gallon shallow
30 gallon sump
 
You can raise it up until it gets nutrients down to a manageable level.
 
Open air valve all the way, control level with output valve. If that no workie take the collection cup off for a few days and try again
 
The collection cup has been off for over 2 weeks. The skimmer is sitting in 9” of water. Should I decrease it to the minimum recommended water level of 7”?
