Skimmer placement in sump

Hey guys, I'm in the process of building a new sump and I was curious about skimmer placement. Should I put it in a section of the sump where all the water passes through, or should I put it in a section fed by a pump, so I can regulate the amount of water that passes by it. Just like how a refugium would be fed. I have a 40 breeder and plan on making a 3 chamber sump out of it.

One pro I can think of with a regulated chamber, is I can house my heater in there too, so it's more efficient.
 
Put it in an area where all the water flows and as close to the overflow to the sump as possible.
