Skimmer placement

So i have my reef octopus sitting in my RS200 sump.
Im my opinion i have it too low, my water level comes all the way up to the supporting bracket on the skimmer. So thats 3 quarters if not more up the skimmer...
Im always adjusting my air to get a skim going. Partly related to not having an ATO.

Is there a specific point where the water should reach on the skimmer?
I see people raise them and i was thinking of working something to sit under the skimmer to keep it higher and more out of the water.
 
only issue is my skimmer is the "space saving" one.
Internal pump so essentially my inlet and outlet are same height.....
I got a good enough idea from reading that but not a set decision. I plan on taking some PVC joints and placing under the skimmer to lift it about 3 inches.
