Skimmer plug wire damaged

Hi guys, I have an eshopps S200 skimmer that is 2 years old. I was cleaning it today and noticed a 1/4 inch piece of the black protective sleeve for the power cord is frayed. It is underwater in the sump. I could see a white coated wire inside that did not appear damaged. My plug is grounded. I know volts in the water can kill fish.

Can I seal this with something like silicone? Is there rubber kit that can be sauntered on? I don't know if the damaged just happened recently during this cleaning. Buy a new skimmer?
 
Are the bare wires exposed? If so seems like I have seen a paint type of repair for electrical wires. However, the safest approach is the one recommended by York1.

Use shrink wrap- You heat it and it welds itself to the wiring. I placed silicone and then the shrink wrap
