Skimmer problem...is it working?

Hi guys, i have a nano, 4 months old, lightly stocked 40lt display 58lt total with 2 clown, 1 bta, 1 amboniensis, 5 snails and a dozen of frags. I have a chaeto reactor and the tank is a aqpet reefbox 40 and skimmer is aqpet poseidon XS (italian brand, not known out of italy). Skimmer it works weirdly: sometimes it skims sometimes it goes days without pulling out anything. tonight i've decided to search (skimmer mod) and as a result i've increased a bit the venturi, still nothing. Another search on "how to test skimmer" and BRS show me that i can add skimmate to water to test if skimmer skim well.

Surely i've trown in tank about 1/5 of the skimmate left in cup from 3 days ago added in the chamber just before the skimmer and it started to skim properly right away...like in 2 minute bubble started to rise in 10 minute i'm back half of what i've added. So, my question is. I must assume the bioload is too light for skimmer to work properly? Does your skimmer produce foam constantly? Chaeto reactor is overkill at this point? should i do something? (would like to keep skimmer on since airline is connected outside and helps me with PH.

If skimmer isn't too good, is possible that it skims only when there is a lot of bioload (like when i emptyed the cup in the chamber)...like, i should try to look for a better skimmer?

Your load is minimal but assure it is at proper water height
 
Its a 10 gal tank with two fish and only 4 months old. Its not gonna produce much skim. If you do regular WCs a skimmer on such a small tank is pointless.
ok, but skimmer is there so why don't use it. And i want to do WC every 3/4weeks. Now i am on a week 2 of a 3 weeks try out.

Water is where instruction say it should be (just at the water outlet level) it says to adjust a bit higher or a bit lower if we want more wet/dry skim. After trowing in chamber the skimmate it skimmed nicely.

So if does not skim it's because water is "too clean" and i should not worry. right? i don't have to look for a better skimmer for now
