Skimmer problems

I have a quantum skimmer and I think I need help setting it up. I got the water lever to the recommended hight, adjusted the air flow to create foam, but all the foam that gets captured in the top just gets washed back down into the inlet through this tube. Is it put together wrong?

Just a bit. That outlet on the drain cup is an optional connection to a larger waste collector. The inlet tubing should be open to the room so it can draw in fresh air.
