Skimmer question

So I'm pretty close to having a decent set up. 40 breeder with 2 fish and a shrimp for now. Question is, will the skimmer produce more waste when there is more life creating waste in the tank? I don't want to jump the gun and replace a working skimmer if I don't have to. I currently have a coralife super skimmer. It works and produces a ton of bubbles but doesn't do much in the way of pushing the foam into the cup. I'm hoping this is because I just don't have a lot of waste to be taken out. I also use a algae scrubber that doesn't do a whole lot yet either and test very regularly. Nitrates are at zero, as well as amonia and nitrites. As you can see in the picture the cup isn't very full but the neck is really nasty. I shortened the pump hose yesterday thinking I may get a little more out of it since the skimmer is turned all the way up but it didn't help. Thanks in advance.

You would be correct in your assumption, until you have sufficient waste in your water the skimmer isn’t going to produce much skimate.
