Skimmer residue - Possible uses

So I know plants love fish emulsion, is it possible to use some of your skimmer water in a garden pitcher with fresh water for garden plants? I have a pot I planted with basil seeds outside I planted a couple of weeks ago. Anyways, I added the entire skimmer residue from the "Fluval PS2 Mini" skimmer cup. I kid you not a few days later the are taking off! There are a bunch of new ones coming up out of the soil as well. I probably should have diluted the water, but the soil was definitely nutrient-deprived, as it was an old tomato plant that was left in the backyard over the season.

Now some of them were already coming up, but they seemed stunted for a while until I added that. I know the weather is a big factor and many other ones, but the weather has been really cloudy and slightly rainy. But my end question is could this stuff be somehow used to feed our plants in the garden? I'm fascinated by the idea.
 
I think I have read somewhere that skimmate is often used as weed killer....so I am going to guess that would be a bad idea lol?
 
I would think the salty nature of skimmate would kill the plants?

I know I use my WC water on my driveway to kill the sprouting weeds.

Right? However, you think that at the right dilution it could actually be beneficial.
