Is there a silent(er) in sump skimmer available ? I have cotton in the intake of my Octo , but it's is still crazy loud.

You shouldn’t do that. You may burn your pump out. If it wasn’t loud before, you may need to just clean the pump or replace if it’s that bad

The cotton is not blocking the air flow at all, it's just a cotton ball, not stuffed, just muffles the sound a little bit
