I bought a new skimmer Octo essence 130. The water level do not achieve the cup. What should I do? Is it normal?

I do not have any experience with the specific model you are talking about. But skimmers, in my research and experience, have a break in period. So leave it running and it should balance out. Anyone please correct me if I am wrong, but a safe bet is around 1-2 weeks.

If you followed set up instructions correctly ie water depth, airflow control, and if applicable water flow and its brand new it could be like @ktw says break in period. I have had skimmers work better then expected right out of the box and some take a couple days of running and fiddling to get it to work.
