Can anyone help me trouble shoot this? The skimmer has been constantly overflowing since i bought it. The level is turned as low as possible. It is a brand new tank is it because it is too new? Skimmer needs to break in? Can’t figure anything out. Thanks!!!

if its brand new, then ya thats the issue, remove the cup and let it run that way for a few days,
you could also give the skimmer a bath in vinegar or citric acid to help speed up the process.
 
They usually need a week to break in, but it looks to be pretty deep in the water. You may need to put it on a stand and raise it a few inches, or lower the water in the chamber by a few inches.
 
From your picture, it looks like your sump water level is way too high for the RSK 300. There is a piece of red "tape" on the acrylic rod that has the knurled knob on it to increase or decrease the internal water level. That "red tape" is where your sump water level should be.
