Skimz Oval SV223 Skimmer Help

I was just curious if anyone had any experience with this skimmer. I powered it up today but for some reason I cannot get the water level inside the body to raise above the logo (about half way up). Also the air bubbles inside the chamber seem to pulse and they are not uniformly flowing through all of the holes. It is a DC pump on the skimmer and I have it powered up as high as it can go but it still doesn't seem to be pushing water or air very well.

Is there a leak? Ball Adjustment valve closed mostly? Is that pump rated for that skimmer?

The pump is the one that came with the skimmer so I would assume it is rated. I have closed the valve, raised the water level, as much as it would allow. I cannot see any leaks.
