I am overhauling a stand and I want it to look like the picture but What I want to do is put the boards on top of plywood so I can remove the whole board to work on the sump and such.

SO Would 1/4" osb or 1/4" plywood be ok to use at the "skin" and attach the boards to it?

Also what would be the best way to mount it to the 2x4 stand? Magnets or a Hook and loop system

When I skinned my first stand, I used 1/4" plywood and made it removable with magnets. Unfortunately it ended up warping after a couple years, likely due to the moisture from the sump. I'm not sure if that was largely driven by the thickness of the ply, the sealants I used, etc., but from there on out I've skinned with at least 1/2" plywood and haven't run into any issues. I'd be interested to hear what others use.

1/2" is fine, I was wondering whats the best way to attach it to the frame

Id use pocket screws if you’re going to have the outer boards visible. If you’re painting/staining you can get away with some wood filler over screws but I’d use 1/2” plywood or thicker over OSB.
