Skunk cleaner shrimp question

I got my two cleaner shrimp Saturday and they are moving right in. One keeps trying to setup shop on a Rock and it seems my fish just don’t want anything to do with it. Is this a learned thing or an instinct things ?
 
Are they picking on it? Depending what fish you have, they will eat it.

Otherwise I’ve only seen the cleaner shrimp clean fish a handful of times in my reef tank

I have two pj cardinals, two clowns, 6 mollies and one white stripped possum wrasse (tiny) . They are all very peaceful so I don’t think they are.
 
Your fish are all relatively small. Bigger fish seem to like it more but its still hit or miss
 
None of my fish let the cleaner shrimp touch them, but they're entertaining, they'll try to creep on the fish all the time. My shrimp has resorted to cleaning my snails, hermits, and rock work.
 
All your fish are small. I had 2 cleaner shrimp in w a bunch of fish that size. The only fish that would get cleaned was my coral beauty and the banded goby. They were my 2 biggest fish. Smaller fish and my cleaner shrimp never showed any interest in each other. But you never know what’s happening when your not there. Caught plenty of cleaning sessions just walking by. How big is your tank? Would you consider adding a few bigger fish?
 
Give it time they only been there 2 days it took mine a week before the fish let it clean them I’ve heard of situations where they can take up to a month to start cleaning
