Skunk cleaner size limit

Is it possible that shrimps have some mechanism in their genetics to not outgrow a tank given the volume of water? I’ve have 2 cleaner shrimps in my 20 gallon. Got them small (<1 inch body) and they’ve molted easily over a dozen times. They’ve gotten bigger but the growth seems to have stalled over the past handful of molts. Just an observation but curious what other people think.
