I pay pal and never solved the problem reporting to the police fraud department this individual. I already located the person! .I requested a refund on paypall and he declined so I got all emails and postings available for the police. Thanks

Did you use PayPal "gift" or "goods and services"? If you used "goods and services", PayPal fraud protection should have you covered, if you open a claim with them. If you used "gift", then there is no recourse through PayPal, unfortunately. Also, leave him negative feedback on the sellers feedback forum to warn others.

Escalate the claim via paypal and there is a window to attach any police contact info which will support your ability to receive protection and refund
