Smelly sand

Hi all, new here.

I decided to start up my second saltwater tank, I at first had just a 10 gallon that only lasted a few months before I decided to upgrade

I upgraded at first to a 32 gallon tank with a sump at first, but decided to go with an AIO instead, I started the first tank with the sump and had it running for a little bit with sand, rock etc.
When I decided to go with a different tank I took all the sand out of the other tank and stored it in a 5 gallon bucket with a lid for about a week and a half... I opened it yesterday and it smelled pretty bad so I rinsed it about 3 or 4 times with the garden hose, which made it smell a bit better, but I decided to use it in the new tank anyway, which was probably a mistake.

It definitely still smells, and occasionally a bubble comes up from the sand covered in a white film, and by now that film has coated the sides of the tank. I tried stirring the sand in the tank to try to release all the bubbles, which released more of the white film covered bubbles. Anyway, the question is, is there any way to salvage this? I read up online and i've seen bleach mentioned, hydrogen peroxide etc. But its definitely too late for those options. Will it go away on its own? Or is it best to just start over? Which at this point i'd rather not do.. But if its the only option.
 
Your sand is full of some sort of bacteria. A kind you dont want. It is also on all the surfaces of your tank. You will need to remove it from the tank. I would make a weak bleach solution and soak it for a few days. Rinse it and let it dry completely. By letting it dry, the bleach will be gone.
The easy way, is to replace the sand.

Now:
While the tank is empty be sure to wipe it down with a peroxide or bleach solution. I would also run some solution thru the plumbing to kill any bacteria hiding in places you cant wipe down.

Yeah... That's what I figured. Oh well, you don't think just new sand, new water and a scrub down with some vinegar or something would be enough? What about the rocks?
