I have had tropical for years and have never seen this.

is there a Powerhead hitting the sand surface at all or possibly bouncing off of the rock and hitting a spot in the sand? this looks like disturbed substrate.

I don't think so, I have turned them off to see if it makes any difference

Just a thought, could it be a bacterial bloom from the filter, it is the same one I used on a tropical tank, filter was cleaned and media rinsed, it has stood empty for a week though.

Looks very much like a bacterial bloom.

if you pre rinse your sand to cloudless perfection, it won't do that.

many people skip pre rinsing because they feel keeping bacteria in the sand matters, it doesn't. they pay a price to keep bacteria we don't need in reefing. it'll clear in time, in a few days most likely.
