Snail hitchhiker ID please anyone?

Can anyone please help ID this little guy. He is super active and doesn't burrow into the sand. He cruises around the sand, glass and live rock.

Thanks @KJ i just googled whelk and there's a guy going a video on how they eat other snails but says they have a black foot. This one is white. Do you still think it's a whelk and are they reef safe?

Thanks @OneReef I thought so to, but he did not burrow into my sand bed and sit their with his snorkel up.
