Ceramic should be safe. I've used real human bones before safely, although I do NOT recommend it.

So the problem is that this is bisque ceramic. That means it has not been fully fired and vitrified, meaning it is fragile and will break down over time. You want something that has been fully fired....this will be hard, and be as inert as glass and not leach silicates....

+1 it needs to be fired a second time to become vitrified ceramic. Most ceramic shops will fire stuff for you for a fee. Just fire it unglazed.
