So lost with the in tank refugium

I really am at my wits end with this thing. Four times I have purchased chaeto and four times it just gets sucked out of the bottom and just ends up all over in camber two. What am I doing wrong?

What are you using for lights?
It should stay put for the most part if its healthy.
