Somatic 90S having difficulty with water level

Attached pic for my skimmer I'm having a really hard time getting the water level to move up.turned the pvc tubing 360 degrees to try different settings therem tried different water heights in the sump.

Anybody have this issue and know how to fix it?

I'm able to get the water to the junction of the collection cup and body but there is zero foam head. Any ideas?
 
How high is the water level on the outside of the skimmer? I believe those skimmers want to be in 6-9 inches of water. I’ll measure mine in the morning. I have the 60s skimmer. My other question is did you add the mini valve for the air? If so close the valve all the way and turn the PVC on the skimmer til 100 is lined up with the line and slowly adjust towards 50 and watch the bubbles rise. You should get them up to the neck of the skimmer/bottom to middle of the cup. Then adjust the air line so the bubbles don’t look like boiling water. I guess I should ask how old the tank is if it’s new you may not have any skim?

Mine is in about 8.5" water. I don't have the mini valve on it. Maybe tomorrow I can mess with it some more and add the valve into the air line as well as use some of your instructions here to dial it in. It did produce a little skimmate earlier today with the foam head rising appropriately, but then I had to grab something on the bottom of the tank and since then the skimmer barely wants to rise. Now that I got it to the junction of the neck and cup, it's best described like you put it, boiling water. No foam head at all. Tank is new, been set up for 2 months.
