Some sort of Red Algae or Cyno?

That is a hard one since it not on the sand bed yet. But I would say cyano. Are you testing your nutrients?

Can you blow/syphon it off easily? - a sign that it could be cyano

Can't blow it off easily if at all and nothing on the sand bed as yet. Red sea test kit says PO4 at 0.02 and nitrates at 4ppm

Looks like the beginnings of red turf algae. Mexican turbo snails will eat this. If its just on the rock, just toss the rock as this stuff can go everywhere.

It's definitely fluffy like and not coraline. Hard to know as I work away and rely on the wife to monitor.

Looks more like Asparagopsis tetrasporophyte (also known as Falkenbergia) to me. In simple word some kind of red algae.

No not at all. It's just on shells and a few rocks

No way I know about, I am sorry. Vacuuming out with a hose helps. Frequently Asparagopsis disappears after some time. I am not yet sure whether it is from removal of nutrients from substrates or lack of organic substances the alga needs. The problem is more or less similar to red cyanos.
