Will need a brighter image and the reflection from windows blocked. Fish is moving a lot and image is dark with blue lighting.
With velvet, fish will have a dusty appearance with dots like the solar system, heavy breathing, loss of appetite and swimming in path of water flow as examples

The fish seems active and alert, if it is still feeding normally, it doesn't have an acute case of velvet. If you mean the discoloration under its eyes, that is head and Lateral Line Erosion.
