I have a seafood market near me and they sell all sorts of seafood. I was thinking that it'll be paradise for my trigger and future puffer. They sell live clams, dead shrimps, etc but I was interested in feeding the seafood soup mix contains: crab, mussels, shrimps, etc

My only concern is it safe? I figured since its dead and frozen there shouldn't be any parasites am I wrong?

Nope.. I do the same thing. Don't use a blender to grind it up. I use a cheese grader on corse side and fine. Blender will make it so fine and milky. Ask for the seafood they are getting ready to toss. Most will let you have it free.
Your fish will love you for it.

Great! I'm looking for new ways to provide my fishes with food that theyll love. Do you have any more suggestions on other stuff to feed?

I go with a big range of seafood. Even frozen in the freezer section. I even do lobster tail time to time. Its the guts parts that do the best. Never cooked. Always raw.
