spare icecap 660 ballast

Well after checking all connections with a ohm meter i do believe the issue is i was sold bad ballasts. If someone has a spare that i could use to confirm that the ballast is the problem so i can have mine sent out for repairs.

A big thanks goes out to luckfish for letting me borrow his extra ballast. Unfornately it was a 430 ballast and it wont power 16ft of bulbs, it will only do two 4ft bulbs and it uses different color wires then the 660(red wire on the 660 is short and the 430 they need to be long.)
once again a big thanks goes to luckfish and i plan on sending my ballast out soon to be repaired.
