That doesn’t sound unusual. What are you trying to feed that it won’t eat?

Trying to mix in some pellet foods for the other fish , wondering if I can't get him to take to them too so i don't dirty the water too much between changes.

IME, puffers don’t usually like pellets and flake foods, they like meaty foods and occasionally some nori/greens. Try to feed some stuff that has some calcareous shell (snails, clams) so that it keeps it’s beak worn down, if it isn’t kept worn down you have to sedate them and file it down.

I can see if i can get some cockles , hes pretty small still luckily no beak issues since he pecks at the rocks and eats the cuc occasionally.

Might try some nori see if he'll try it to get some variety in there , that was my other concern with him.
