Spot algae

Are these diatoms and if so why are they in dot shapes. And idea what it could be.

Your tank looks brand new. It's probably a film algae. Just scrape it off the glass...

Aye, i would say more likely diatoms but regardless very typical for a new tank and they are small dots because when algae is first getting established it starts small and grows sort of like a snowflake.
