Springeri Damsel question

I’ve got two Springeri Damsels that are holding true to form and being completely peaceful. However, I noticed one of them pecking at my Blue Tang tonight. What I find odd is that the Tang did not seem to mind. Are these little guys known to be a cleaner fish? Or is something strange and/or sinister going on?

With the exception of this little bit of strange behavior, all of the inhabitants look, act and feed completely normal.
 
They will eat flatworms and other pests so I would assume they may pick parasites off other fish.
