When can I add SPS corals and is there anything else I need to add to my system prior to doing so.

90 gallon tank

100 pounds of rock, all rock was purchased from a well established tank. Not sure if that matters.

4 bulb t5 ati bulbs and led bar.

7 fish.

Tank running 4 months stable the whole time
 
When you're parameters are right, you can add whatever you wish! I've cycled a tank and stocked it with success multiple times, the only wait is ensuring your water chemistry is on point, remember in this hobby you're not keeping fish or corals.. you're keeping water!
 
How high above the water is the t5 fixture?
What led bar is it?

Like all coral , you do need to provide the right amount of light.

Four ati bulbs 8in or so will give you low to med coral in most of the tank. Higher par coral higher up on the rocks under the fixture.

The t5 and leds are about 8 inches above right now. The led is shown below

You need stable parameters and sufficient light which it sounds like you have. I'd recommend a couple test frags for a few months to see how they do!
 
If you can keep ALK, SG steady and not strip the water of nutrients, you should be good to go.
 
That should be a fine amout of Light. For most stuff. I grew acropora at the top of my tank and easy sps on the sand with a similar set up.
 
This under that set up before I started dosing using real natural seawater for wc. Alk of that is about 7
