I bough a live rock this morning and I saw this crawling out at night, sifting though the sand. I had to take it out of the tank and put it in the plastic cup for a moment to take better pictures of it. What sort of starfish could this be? Is it good? How big could it get?

I'd try to return that to a LFS. Your tank is new and that starfish feeds on the fauna growing in your sand bed. Most starve in reef aquariums.
I agree with @DSC reef
 
most I see are around 5 inches. I wouldn't add one to a super new system without much fauna but if you have a cuc and the uglys they make a great member of the cuc!
 
yep....sand sifter....need to buy one about every week or so to feed to Harlequin shrimp.....feeder star fish.... they can get pretty good size, about the size of your hand.
