Starry Blenny not eating

Hey all, I have a starry blenny that ive had for about a month. Since day one he has been a pig, eating algae non stop off the rock work, the back wall, etc. today and yesterday I have noticed a decrease in activity, and not eating much. Not perching on his favorite rock like usual, no obvious signs of disease, no heavy breathing, but is less active and hiding away a bit more. No new tank mates, did add in a small 1.5” flame angel about 3 weeks ago that has no visible signs of disease. Have observed for 2 days and not showing any signs of aggression, in fact the algae blenny is the alpha and usually goes after the flame if he gets too clost to his favorite rocks. The only thing that has changed is that I added a small frag of Rasta zoanthids 5 days ago, dipped with coral rx and h202, but did not QT (although qt/hospital tank is just about up and cycled so will be available for future inhabitants). The only other issue is Ive been having some electrical issues in the house (in a separate area and a couple electricians in the house messing with the power for the past 2 days.. maybe he is a little shook? He is very skittish always. Only other variable I changed over the last 2 days is I out the red sea reefled 90 on a coral acclimation schedule so lights are currently at about 50% of norm.

Tank info: red sea max-e 45 gal 4.5 months old
ReefLED 90
15-25% weekly water changes using Tropic Marin.
Ammonia, nitrite all zero, nitrate is low around 0-10.
Havent checked mag, calcium, or alkalinity yet
Tank inhabitants/mates: (all of which acting normal)
Blue star leapord wrasse
Snowflake clown pair
Small flame angel
2 hermits
Probably 30 or so cerith snails
6 or so juvenile (born in tank) trochus snails
30-40 dwarf cerith snails
1 Blood fire shrimp

any thoughts?
 
Ok so update, I attacked every possibility minus reverting to the previous lighting schedule. The electricians finished, left, did a 15% water change, and moved the Rasta frag off his favorite rock, and he seems back to his normal self. Mufasa is back on pride rock, and grazing.
Will update if any changes
