So I just bought a starry blenny earlier today and noticed he's perched on my heater. Tank is fairly new, been cycled for around 4 to 5 weeks now. He seems to be swimming around quite a bit and saw him eat some algae patches. I guess my question is if these guys will basically perch on anything and if its normal for them. Here's some pics of this guy on my heater.

they perch generally on solid surfaces versus soft as they spend time gnawing at rock at coral for calcium needs as many are under belief they are algae eaters. While they cherish algae as part of their diet they also require meats such as pieces of shrimp, mysis, frill and plankton.

This is normal however if possible, get the heater out of the tank as it will burn fish. Do you have a back chamber it can go into or something to keep fish off of/away from it?
