Start over from hair algae

Hello,
My tank covered with hair algae pretty my the whole tank.
So I try to start over from the beginning.
I soaked my rocks in the colorox to remove the hair algae.
My question is that can I reuse the water from the old tank?
Do hair algae dissolve in the water and come out if I use the old water?
Please let me know.

You should always reuse some of the old water, at list 10%

How old was the tank before you decided to start over?

1) hair algae is normal for a new tank... best thing to do is practice good husbandry and wait it out.

2) I would never trust using clorox soaked rock in a tank again. Might just be me but not worth the risk, rock is very porous and my OCD would never let me convince myself that all that chlorine water was gone.

3) Algae spores do live in water. I wouldn't reuse the water.
