Start over or attempt to clean up

I got an IM Fusion 20 for really cheap that wasn't taken care of for a while and looking for thoughts on what I should do with it.
1. Wipe it all and start over.
2. Try to salvage what I can (put in another tank I have) then wash the rock and start over
3. Attempt to kill the aiptasia, clean out the bubble algae and build it out.

Take a look at the pics and let me know your thoughts.

. . . . and I forgot to post pics of a bunch of these little starfish and very small snails that are all over the glass that are about 2mm across and 3mm long. Are they part of the solution or part of the problem?

The starfish if they are all white are good, if they have some colors to them they might eat some corals. I would try to salvage the tank, there is so much beneficial bacteria and other life in there it would be a shame to kill it all and it would take a long time to get it back to that point. I'm liking option 3
