Starting new tank and have questions

I am in the process of starting a small 10 gallon tank to grow a few corals in for my new larger tank I am building and looking for the best way to start that tank. I currently have a 50 gallon tank but I don't want to take anything from that tank as it has vermented snails, bristle worms dinos and god knows what else. I know some people like bristle worms but I am not one of those people.

I have a rock that was used in a tank years ago that had since dried and now I have said rock sitting in some rodi water until I have the tank ready to go. Using live rock is a no go as a small piece shipped to me is over $150 and I rather put that money towards something else then shipping a rock to me.

What are some way to start a tank up that wont take years to do so.

Your question is a little bit vague since there gave been plenty of successful dry rock/sand startups (although I wouldn't attempt one myself)...
