Starting Over after several issues.....

75 Gallon, 30 gallon sump, 6 T5 ATI fixture, with all the other equipment too. Very limited bio load, 3 fish and two corals. I was running into a Bryopsis issue that turned into a hair algae issue. I do have a 1.5" sand bed. I have shut the lights off and removed the rock. I bleached and done an acid bath on the rock. I am in the process of doing a complete water change and am going to add a cheato refugium. My question is how long should I wait before I add livestock after I put the rock back in the tank?

The goal for this tank will be a LPS tank with an anemone and a pair of clowns. I was going to start with a RBT first. Thoughts?

You should bleach the sand and give all the equipment a bath with hydrogen peroxide. RBT should follow maybe 6 months after the first inhabitant.
