I’m hoping to have four fish in either 60 gallon cube or 65 long.

2 clowns
1 Flame Hawk
1 Coral Beauty Angel

Will that work with this tank size? Should the hawk or angel be added first?

Also do you have to have a clean up crew? How do you quarantine those?
 
Clowns, hawk, angel.

I suggest for a 60 cube a Pygmy, fireball, or flameback angel. Flameback is my first choice slightly more reef safe IME than the fireball and lots of personality/color.
 
With those four fish, I’m not sure that order of introduction really matters much.
 
The above order is great.

You can qt inverts by having them without fish for 72days.

What if I wanted no CUC? Would that be bad? If I go through the trouble of quarantining my fish I really don't want risk it with CUC bringing something in and I really don't want a clean up crew anyway. I guess what I'm asking is can you have a successful algae free tank with out them if you dose like NOPOX or something.

It is absolutely possible to have a clean tank w/o a cuc.
