Stocking community tank order

Hi, After a nasty velvet out break.... I'm starting over stocking my community tank ( FOWLR )
I know the most peaceful fish go in first , then the most aggressive last. I want to have a large angel, perhaps a blue face, and also a pigmy angel. I also want a nice mix of tangs, perhaps a yellow, blue, and blonde naso , and sailfin . My question is what goes in first, angels or tangs. My tank is a 250 gallon.

Pygmy angel first. If you decide on yellow tang, dead last. I think as for larger angels and other tangs, I would get younger specimens if possible, then add the angels first. The swimming pattern of tangs (fast.. up and back) and the nifty spine near their tail, make me think that they have the highest percentage of doing damage. Just my $0.02
 
The full-size angel (As long as it's not a Genicanthus) will be the most aggressive as an adult.

The tangs, from least aggressive to most:
Naso
Blue (assuming Pacific blue/regal/hippo)
Yellow
Sailfin
Keep in mind that 3 of those get pretty darn big.

It might be challenging to qt all of those tangs at once. I would highly suggest qt and doing at least tank transfer method for all of those tangs and angels. You could try something like:
Dwarf angel and Naso tang together
Then the blue and yellow
Then the large angel and sailfin.
