Stocking for 25 gallon reef tank

Sorry for posting the same question again, but my last time didn't get many comments and I'd like to get more opinions to make sure I make the right decision.

So, I have a 25 gallon freshwater tank that I will convert into freshwater, it will have a 10 gallon sump with a refugium.

Also I live in South America (Brazil), so fish like royal Gramma and pistol shrimp are banned here, which really sucks. So those are out of the play.

The only fish I definitely will have is a pair of Clownfish, but would like to add 2 or 3 more fish. Which are some beautiful or active fish good for this size? I was thinking orchid dortyback, azure damselfish, Yellow Watchman Goby, firefish or neon goby. And a shrimp (probably a cleaner shrimp)

I have 23 fish, most of which you have listed.

If you definitely want 2 clowns, they should eventually pair up and will claim most of the tank as theirs so I would rule out any other damsels in that size tank.

I would personally go with a firefish which will occupy mid tank open water, and goby / pistol shrimp pair which will occupy the bottom.

You will have peace, activity, and cool fish.
