Store purchased RO water

Ummm... Never mind.

I removed the batteries and put em back. Cleared it's memory. When I replaced them then tested the distilled water it said "000".

All is well.

Is that an Arizona/desert thing? Sounds like you're pulling someone's leg from here in Virginia wet-country!

A RO membrane should take the 350 tap TDS down to maybe 5-7 at the most if it is doing its job.

Low water pressure would be able to handicap a membrane in a similar manner, wouldn't it?
