Strange clownfish behavior

So I've noticed my clownfish has been acting strangely. He is very lethargic, often propping himself in places that don't require him to move. Also he appears to be hyperventilating. Lastly, he will swim in weird positions and have a quick "seizure" for lack of a better word. I know "seizures" are common as a sign of surrender in dominance tests, but this does not seem to be the issue. The other clown is doing amazing. I'm really at a loss for this.
 
When he does his seizures is the larger one near it? Mine use to do that often. I'm sure it's just to show its surrender. Can you post a video to make sure?

That's the thing. They don't exhibit the other mating behaviors. The other one is a little younger and they haven't yet started the fighting.
 
I just noticed the other clownfish is having "seizures" as well. I'm considering moving them to another tank and running some medications.
