Strange Pump Problem

I have a pond pump I use to move water from my RO/DI can to my sump. I’ve used it twice with no issues and now all of a sudden it’s not working.
Things I’ve checked and tried:
Power- it’s plugged in, checked the breakers, tried in different outlets, tried other things in those outlets and they work
No debris found
Impeller moves freely
Completely submerged
Removed the hose, checked for kinks
Adjusted flow knob
Read the manual and gone through troubleshooting, no switch or fuse to check on the actual pump

Bought an identical one this morning, tried it, same problem. I have no idea what I’m doing wrong or what the problem might be. It’s got to be something I’m doing, or not doing, but I can’t figure out what.
 
By not working is it not moving water but you can feel it running or is is just dead.
If it is just dead the only thing you can try is flipping the impellor with something like a bamboo skewer to see if that starts it.
If it is running then it is air locked and will need primed.

I don’t feel anything moving when it’s plugged in.

That pump has a low water shutoff. It has to be submerged to turn on. Did you put the new one in water when you tried it?
I would put it down in a bucket and turn it around to see if air comes out. It may be blocking the sensor and keeping it dry.

When all else fails call them.

Yup. It’s completely submerged
 
My last suggestion, it says you have to submerge it before plugging it in. SO unplug it and plug it back in while it is in the water completely.

That would be about all the extent I would fool with it before returning both of them.

Yeah, I don’t plug it in until it’s submerged. I’m gonna make more water to see if that changes anything with the sensor. It’s only covered by ~4 inches
