Generally, induced voltage is low current, so normally it would not be harmful; as I said previously, your fish will be at the same +14 V throughout, so as far as the fish are concerned, they're not seeing any voltage. Is there any resistance between your water and the outlet? if so, then it's a direct connection and you might be getting hefty current. If high resistance, then it's an induced voltage. I would like to ask you, as it was not obvious from the photos (good job documenting, by the way), how did you measure the voltage, one probe in the water and the other probe at a ground?
